Esta canción cuenta la historia de un hombre que dispara a un sheriff que lo está acosando, pero es acusado injustamente de matarlo. Marley dijo que parte de la canción es cierta, pero no quiso decir qué partes.
Años más tarde en el documental de 2001, quien era su novia, dijo que ella lo ayudó a escribir y que se trata sobre el control de la natalidad.
